What is Dholera SIR? Dholera Special Investment Region (DSIR) Dholera Special Investment Region (DSIR) is a planned Greenfield Industrial City located approximately 90 km southwest of Ahmedabad. To support its development, the Government of Gujarat enacted the **Special Investment Region Act, 2009**, providing a legislative framework for such projects. Under this act, the **Dholera Special Investment Region Development Authority (DSIRDA)** was established to oversee the planning, development, and administration of government land within the region. To implement the project, a Special Purpose Vehicle (SPV) named **Dholera Industrial City Development Limited (DICDL)** was formed as a joint initiative between the Central Government (via the **DMICDC Trust**) and the State Government (via **DSIRDA**). The Delhi-Mumbai Industrial Corridor Development Corporation Limited (DMICDC), a dedicated special purpose company, was set up to facilitate and promote the broader Delhi-Mumbai Industrial Corridor (DMIC) initiative.
DSIR spans approximately **920 square kilometers**, covering **22 villages** in Dholera Taluka, Ahmedabad District. Envisioned to surpass Ahmedabad in scale, Dholera is strategically situated among key industrial hubs—Ahmedabad, Vadodara, Rajkot, and Bhavnagar.
Dholera Industrial City is designed to be a self-sustaining ecosystem, driven by industrialization and supported by robust utility and logistics infrastructure, as well as comprehensive social infrastructure, including education, healthcare, and other public services.
With strong backing from the Government of Gujarat, DMICDC aims to develop Dholera as a new-age, economically and socially balanced city. It will feature world-class infrastructure, high quality-of-life standards, and a sustainable urban design, including eco-friendly transportation systems and efficient regional connectivity to neighboring cities and the rest of the country.

Delhi-Mumbai Industrial Corridor (DMIC) is a Central Government infrastructure initiative aimed at developing new industrial cities as “Smart Cities” and converging next generation technologies
With an aim to create futuristic industrial cities through High Speed — High Connectivity enabled by the Dedicated Freight Corridor (DFC), the Flagship programme of the Government of India, is being established, promoted, and facilitated through an SPV — Delhi Mumbai Industrial Corridor Development Corporation Ltd. Phase | of the programme will see development of eight manufacturing cities including the Ahmedabad — Dholera Investment Region is connected to DFC.

Airport Connectivity Dholera International Airport
Dholera International Airport is being developed by the Airports Authority of India (AA\) with a multi-phase master plan to ultimately handle 20 million passengers per annum in the future.
The greenfield airport is being developed with the boundary of Dholera Special Investment Region (DSIR) as part of the Delhi Mumbai Industrial Corridor (DMIC). The airport will feature an aerocity with 75 hectares for commercial developments, cargo facilities and ultimately two runways — 3200 m and 4000 m long.

Current Status & Tenders
In January 2020, RITES emerged as the lowest bidder among 8 firms for its Engineering Consultancy contract.
In February 2021, AAI invited tenders for the construction of the airport’s infrastructure including runway, taxiways, aprons, perimeter road etc with an estimate of Rs 987 crore. Technical bids were opened in early June and saw 17 bidders participate. In June-end, Varaha Infra from Jodhpur emerged as the lowest bidder for its construction work.
Location & Access
The project’s site is located north of Dholera Smart City & Bhavanagar, and south of Ahmedabad city. The site is accessible via NH-751 highway. In the future, Dholera Airport will be connected to Ahmedabad through the under construction 109 km Ahmedabad — Dholera Expressway and a semi high speed rail line. A monorail line has been planned, but will likely not be constructed.
Master Plan
Dholera International Airport will be capable of handling 1.5 million passengers per year after the completion of its Phase 1 in 2025 and 20 million passengers per year after its final phase.
The upcoming airport in Dholera will also cater to Other regions Of Rajkot, Vadodara, Bhavnagar, Jamnagar, Ahmedabad, Surat, Bharuch, Nadiad and Anand in Gujarat. The first phase Of the airport is likely to become operational by the year 2024.
